LSU breaks ground on $52 million complex

As additional budget cuts loomed, LSU moved forward Friday with a big groundbreaking ceremony for its $52 million Business Education Complex.

The groundbreaking came during the same week that college officials learned from the Jindal administration that lower-than-expected state revenues in February could lead to another $85 million in cuts to higher education — including $34 million to the LSU System — next month.

“In hard times, it’s delightful to have a chance to celebrate for a few moments,” LSU Chancellor Michael Martin said.

Indeed, the event drew about 200 people, nine speakers, LSU cheerleaders, a giant Forever LSU banner and “LSU Means Business” T-shirts.

Just before introducing Gov. Bobby Jindal, LSU E.J. Ourso College of Business Dean Eli Jones noted, “Higher education is critical to economic development” — a notion Jindal reiterated minutes later.

“It (the business complex) is going to rival the finest in the country and it’s going to help our flagship university attract and keep the best and brightest students in the country,” Jindal said.

After the ceremony, Jindal said no decisions have been made on additional budget cuts.

“We need to give another month to see if that was an anomaly or a trend,” Jindal said of the low February tax collection revenues that surprised many.

Jindal then touted his proposed “La GRAD Act” plan to give colleges the authority to increase tuition by up to 10 percent a year initially, in order to increase college revenues, if colleges agree to meet certain performance standards like increased graduation rates.

Jindal also is backing proposed constitutional amendments to dip more into certain education and tobacco settlement trust funds that could improve education and health care funding.

Colleges have seen their state funding slashed by about 20 percent — nearly $250 million — during the past 15 months, including $83.9 million slashed in January, because of declining state revenues.

The 12-years-in-the-making Business Education Complex is funded through $30 million in state construction dollars, $18 million in privately raised LSU funds and a $4 million bridge loan from the private, non-profit LSU Foundation.

The complex was originally meant as a $60 million project with $30 million in private fundraising dollars. But LSU struggled to raise the private funds during lean economic times. However, the recession led to a buyer’s market for construction jobs and lowered the total construction cost.

In November, Jindal reaffirmed the prior commitment of $30 million in state funds for the construction and ensured the funds were immediately available by upping the priority level.

Lafayette-based The Lemoine Co. is the contractor.

Jones has said the building could open as soon as January 2012 or as late as summer 2012, depending on delays.

One of the top volunteer fundraisers for the project, Bill Slaughter, president of SSA Consultants in Baton Rouge, said LSU refused to settle for a smaller project during times of fundraising problems.

“We don’t aspire to be in the middle of the pack; we aspire to be in the top rung of business schools,” Slaughter said. “We purposely thought big. We didn’t want to think just another building.”

The complex is designed as a village of buildings connected by a large rotunda. The 156,000-square-foot complex would include four buildings wrapped around a 14,000-square-foot exterior quadrangle graduate court.

The business complex would be east of Patrick F. Taylor Hall (formerly CEBA), which houses the College of Business and the College of Engineering. The plan is to move the College of Business into the proposed complex that would serve as a cornerstone of the campus. The College of Engineering would have Taylor Hall primarily to itself.

Central Community School officials have purchased two tracts of land off Sullivan Road for $2.45 million. The sites, which total 84 acres, are between Hooper and Joor roads, says Brian Kidwell, director of business for the school system. Design work for the new upper elementary and middle school has already started; Kidwell says the plan is to have the facilities open by the start of the 2011-12 school year.

Capital Region home sales down in February

Capital Region home sales were down 6% in February, when compared to the year before. According to figures from the Greater Baton Rouge Association of Realtors Multiple Listing Service, there were 415 homes sold in the Capital Region, compared with 443 in February 2009. Ascension Parish once again saw its sales increase, going from 91 MLS transactions in February 2009 to 94 last month. The average sale price in Ascension was down, however, from $213,461 to $192,596. East Baton Rouge Parish saw its home sales fall by nearly 15%, from 241 to 206. The average sale price was virtually unchanged, from $212,603 in February 2009 to $211,956 last month. Livingston Parish average sale prices increased, from $149,930 in 2009 to $157,000. But the number of homes sold in the parish dropped to 77, from 86 in February 2009. Sales and average prices were up in the other category, which includes MLS sales in parishes such as West Baton Rouge, Iberville and the Felicianas. There were 38 homes sold, at an average price of $166,807, compared with 25 sales and an average price of $154,562 in February 2009. Through the first two months of the year, the number of home sales was down 6% in the Capital Region, to 790, while the average sale price was down 2%, to $189,253.

Business Report Poll shows public opinion on Baton Rouge Home Pricing

A Baton Rouge Business Report poll  shows that Fifty-eight percent of people who responded to a Real Estate Weekly poll say buyers have the advantage locally in the market for homes under $300,000. Thirty-six percent of people who participated in the survey say the market favors neither buyers or sellers, while 6% say it’s a sellers market below $300,000. Nearly 100 people participated in the survey.

Foreclosures down in January. But is there a surge on the way?

AP) — The number of U.S. households facing foreclosure in January increased 15 percent from the same month last year, and a surge in cash-strapped homeowners who’ve fallen behind on mortgages could be on the way.

More than 315,000 households received a foreclosure-related notice in January, RealtyTrac Inc. reported Thursday. That number is down nearly 10 percent from 349,000 in December, which saw the third highest total since the company began tracking foreclosure data in 2005.

In January, one in 409 homes were sent a filing, which includes default notices, scheduled foreclosure auctions and bank repossessions. Banks repossessed more than 87,000 homes last month, down 5 percent from December but still up 31 percent from January 2009.

January marked the 11th straight month with more than 300,000 properties receiving a foreclosure filing. The numbers could stay above that level as unemployed homeowners who have tried to keep up with their mortgages finally start missing monthly payments.

Mortgage financier Fannie Mae reported in late January that the rate of borrowers who have a conventional loan on a house and are seriously delinquent was 5.29 percent in November, more than doubling the rate of 2.13 percent in November 2008. Borrowers are considered seriously delinquent if they are past due by three months or more, or are in foreclosure.

“There’s a lot of foreclosures in the pipeline, and the number is going to continue to get bigger,” said Patrick Newport, an economist with IHS Global Insight.

Last month’s foreclosure activity followed a pattern similar to that of a year ago, when a double-digit percentage increase in December was followed by a 10 percent drop in January.

The dip in January’s numbers may be due to processing delays by lenders during the end-of-year holidays, said Rick Sharga, senior vice president of RealtyTrac, which is based in Irvine, Calif.

“I don’t think it’s an early sign of the coming of the end of the foreclosure crisis,” Sharga said.

A record 2.8 million households were threatened with foreclosure last year, and the numbers are expected to rise to between 3 and 3.5 million homes this year, RealtyTrac said.

Slowing the foreclosure rate is a key step in the recovery of the real estate market and the overall economy. The foreclosure crisis forced the federal government and several states to come up with plans to prevent or delay the process to help delinquent borrowers.

Foreclosed homes are usually sold at steep discounts, so they often lower the value of surrounding properties. Cities lose property tax dollars from foreclosure homes that sit empty and from declining home values, straining local economies. Home prices have stabilized in some cities, but are still down 30 percent nationally from mid-2006.

Economic issues, such as unemployment or reduced income, are expected to be the main catalysts for foreclosures this year. Initially, subprime mortgages were mostly the culprit, but homeowners with good credit who took out conventional, fixed-rate loans are the fastest growing group of foreclosures.

Among states, Nevada posted the nation’s highest foreclosure rate, followed by Arizona, California, Florida and Utah. Rounding out the top 10 were Idaho, Michigan, Illinois, Oregon and Georgia.

The metro area with the highest foreclosure rate in January was Las Vegas, with one in every 82 homes receiving a foreclosure filing. It was followed by Phoenix and the California cities of Modesto, Stockton, and Riverside-San Bernardino-Ontario.

Home sales plunge nationally in november

Pending home sales unexpectedly plunged in November, according to a report issued Tuesday by the National Association of Realtors, posting their largest drop on record after several months of positive gains for a closely-watched indicator of housing market activity.

According to the industry group, November pending home sales activity dropped by 16% to a reading of 96.0, compared with the previous month’s reading of 114.3. The drop was much larger than expected by Wall Street, which was looking for a dip of 2% for the indicator for November.

It was the largest drop, point-wise, since the industry group started the index in 2001, dragging the indicator to its lowest level since June.

NAR officials said the drop was related to a decrease in sales activity as the original Dec. 1 deadline for the first-time home-buyers tax credit approached. Pending home sales are contracts signed,  meaning it could take several months for a home buyer to finance and finish the transaction. A November home buyer may have been too late to qualify for the original deadline.

The U.S. government extended in November the $8,000 tax credit to a new deadline of April 30, in response to industry and consumer pressure. Housing market sales have risen 15.5% from a year ago, which many believe is primarily related to the tax credit.

Lawrence Yun, NAR’s chief economist, said activity was expected to slow in the winter but he expects it to pick up again as the new April deadline approaches.

“The fact that pending home sales are comfortably above year-ago levels shows the market has gained sufficient momentum on its own,” Yun said in a statement. “We expect another surge in the spring as more home buyers take advantage of affordable housing conditions before the tax credit expires.”

Regionally, the pending home sales plunged 25.7% in the Northeast, but remain up 14.7% from the same period a year ago. In the Midwest, sales dropped 25.7% but remain higher by 9.2% from 2009, while sales in the South dropped 15% and remain up 14.7% from a year ago. Sales in the closely watched Western region of the country declined slightly, by 2.7%, and remain higher by 21.4% from 2008.

Baton Rouge home prices drop

Sellers pay attention!  While the market in Baton Rouge has done well compared with rest of the state…and the nation. WE are having our issues with pricing. The Business Report reports that the prices of homes fell by 1.3% in October when compared to the year before. That is better than the 7.8% drop nationally sure. We do have to look at is like this:

A home that would have been listed at 200,000 last year priced ACCURATELY would need to be in the region of 197000 to be competitive. Most likely that price would need to be around 195 depending on the neighborhood competition.

Good news for next year however. Baton Rouge real estate prices are expected to climb by 2.35% accoring to First American CoreLogics Home price index. Sellers, get your house in the BEST shape possible if you are considering selling.
